What is rental subsidy portability?

Rental subsidy portability is the ability of a household holding a Housing Choice Voucher to transfer that subsidy from one Public Housing Authority jurisdiction to another, including across state lines, allowing the family to move while keeping their rental assistance.

Rental subsidy portability refers to a household's right to move a Housing Choice Voucher from one Public Housing Authority (PHA) jurisdiction to another. Instead of losing rental assistance when relocating, the household can carry their voucher to a new PHA area, either within Texas or to another state. This allows families to pursue work, family reunification, or other life changes without losing the subsidies they depend on.

In Texas, portability is governed by federal HUD rules and administered by individual PHAs. When a household initiates a move, the sending PHA (the agency that originally issued the voucher) contacts the receiving PHA in the new jurisdiction. The receiving PHA then takes over voucher administration in the new location. The household must find an eligible rental unit and landlord in the receiving jurisdiction within a specified timeframe, typically 60 days, though extensions are possible. Income limits, lease terms, and rent standards apply in the new area.

Texas households commonly use portability to move between major metropolitan areas such as Houston, Dallas, Austin, and San Antonio, where different PHAs administer vouchers. Out-of-state portability also occurs when families relocate for employment or family needs. Not all landlords participate in the voucher program, and rent standards vary by receiving jurisdiction, so portability does not guarantee housing availability.
